Analysis Report On GRAP Rules: An Action Plan to Control Air Pollution - November 2024

The Graded Response Action Plan (GRAP) is a regulatory framework designed to tackle air pollution emergencies in India, particularly focusing on the Delhi and National Capital Region (NCR). It implements a tiered approach to tackle pollution, based on the Air Quality Index (AQI).

Notified in 2017 by the Environmental Pollution (Prevention and Control) Authority (EPCA), post the approvals from the Supreme Court in 2016, GRAP serves as a preemptive measure. Later in 2020, the EPCA has been resolved. From 2021 the Commission for Air Quality Management (CAQM) is seeing the implementation of GRAP that relies on the meteorological data and air quality updates from India’s leading meteorological institutions. It manages the escalating air quality issues, which worsen during the winter months due to increased particulate matter from vehicular emissions, thermal power plants, industrial activities, and crop residue burning.
